Legal Clarifications.

As Ren said, we assumed (correctly, I might add) from your previous statements that you are not particularly interested in reconciliation with our government. This is an acceptable outcome as far as I'm concerned. While, yes, it would be ideal for you to make amends for your prior actions, being unable to cause further harm is nearly as good. But for the sake of illustration, let's suppose that you DID want to get unenemied. Here's how that process would work:

Getting unenemied involves two major steps. First, a sincere commitment to change your behavior. And second, restitution for the harm done. For the change in behavior requirement, we are looking for some sort of assurance that you won't continue to do the things that you were enemied for doing. We'll set that aside for now, as that isn't particularly a matter for the public news unless and until a public apology is agreed upon. The restitution requirement is more explicit, with the exact requirements being laid out in the Celestine Penal Code. The two most relevant provisions are that victims of assault be compensated for their cloning costs (or half cloning costs for non-fatal assault) and that victims of theft (or destruction of property - both are handled under the same provision) be compensated for the full value of their losses.

The 'two million marks' figure comes from an informal stage-side chat at Lamentations between your wife and I. about the operation of the Celestine Ascendancy's criminal justice system. Given Keiko's previous involvement with our courts, it seemed like a natural topic at the time. (Congratulations to you and Keiko, by the way. I am sure you will be very happy together.) During our talk, I pointed out that the major impediment to clearing your enemy status would likely be settling matters with HETE. At one point, I estimated that the repairs could easily cost HETE "a couple million marks", depending on exactly what equipment ended up being destroyed.

To be perfectly clear, we do not expect (nor would we have accepted) a two million mark payment in exchange for being unenemied. Instead, one of the requirements for reconciliation would be that you contact HETE and arrive at a mutually acceptable form of restitution for your part in the cloning bay attack. Likewise, we would require that you pay for the medical/cloning fees of Sslenick and the others injured during the prior explosion. Would the total cost of your reparations be two million marks? Probably not, but it seems likely that HETE's damages would be the highest here. The exact figure depends largely on HETE's actual repair costs and exactly how liable you are according to the GovCorp's laws. If you were actually applying to be unenemied, I would suggest at this point that you contact Matriarch Sherkaney Tikikik about the matter.

As for the other topics brought up in your most recent post:

Flipilaria is not a citizen of the Celestine Ascendancy, nor is Nocturne Station operated by our government. It is instead owned by the Y'saari Covenant, and all law enforcement onboard the station is the responsibility of Y'saari military police. Given that she is still alive, one can only imagine that the garrison commander was willing to overlook Flipilaria's actions. As a general rule, the Celestine Ascendancy does not consider itself obliged to enforce our laws on non-citizens in territory which we do not control. Especially when 'territory which we do not control' means 'anti-Cleax military outposts operated by an Elder Race'.

Sslenick's release was ordered as soon as his imprisonment was discovered, in accordance with our long-standing ban on slavery. Unfortunately, our attempts to release Sslenick from his imprisonment were either unsuccessful or deemed to pose an unacceptable risk to Sslenick's safety. (Yes, we considered using explosives. We decided that was too dangerous to actually attempt. The number of casualties resulting from your bomb's detonation should make it obvious that our decision not to use explosives was entirely correct.)

Instead of endangering Sslenick, we arranged for regular deliveries of food and water and posted an Inka Immortal on site to prevent that Sslenick's captor from relocating the cage or otherwise causing him further harm. While we wish that we could have freed him immediately, it simply was not physically possible to do so in a way that didn't risk killing the very person we hoped to rescue. That he survived the explosion is a small miracle in and of itself - I can only imagine that the Angel was looking out for him that day.
