Harvest drones.

Thank you to all who've been testing the new harvest drones and sending in reports. A few adjustments have been made:
- If no scoops are deployed, %7SHIP DEPLOY DRONES% will now instantly deploy scoops before sending out drones (yes, this bypasses the usual scoop deployment timer)
- Gas scanning area has been increased to a 3x3 radius around your ship (meaning there needs to be a gas cloud either under you or in a 3x3 radius to begin drone harvesting)

If you are standing in a cloud and the drones finish harvesting and you still see some gas on your map, it means that is a different cloud (internally). Some small checks are made and sometimes the drones will pick up the secondary cloud(s), but if they don't, just move around a little and try again.
