QUEST ABANDON.

Somewhat belated, but we've put in QUEST ABANDON <quest>, allowing you to abandon and restart most quests. There are quests (such as the main questline quests) that can not be abandoned, and some quests will impose a cooldown before they're able to be re-obtained.
