Various bugfixes.

- Starmourn 1st year freebie on login is now gone! Thank you for logging in during the anniversary week
- You can no longer land while off-balance
- Guard deaths are announced on FT and logged in the org logs
- Surveillance crime detection is now properly logged in the org logs
- %7GUILE AIRSTRIKE% can no longer be cast or completed while airborne
- %7COSMPIERCER BLOCK% now properly blocks CP abilities from being used
- All Winterflame armor pieces should now have their proper slot assigned to them (if you have already redeemed pieces of gear and they have weird slot locations, message me with their IDs as not all individual replicas have been updated, only the objects going forward)
- %7PLASMA SEAR% now has a brief combat message
- subsystem efficacy is now passed in gmcp.Char.Vitals as <subsystem>_efficacy
- cooldowns are now passed in gmcp.Char.Vitals.cooldowns . This is a wonky string, formatted as <cooldown>: <centiseconds>, <cooldown>: <centiseconds>, ..., etc. You'll probably have to parse it yourself
- You can no longer hang giftcatchers that aren't yours
- Various typos fixed
- Xenozoo databank guides properly rid you of the [NEW!] marker once you've read the entry
- To help with clearing your log, %7XENOZOO DATABANK NEXT% will open your next unread databank entry
- You may now filter your Xenozoo databank with %7XENOZOO DATABANK [filter]%. Using a number will return the entry as before
- If standing in a tent, you may no longer %7KITH FIREWALK% to another person in a tent
- Tents may now be entered and setup by using their ID and will no longer default to the first in the room
- Logging out or entering the editor will automatically exit you from a tent if you are inside one
- There is now a proper message for those inside the tent when someone enters from the outside
- Using %7SHIP RETURN% while sitting/prone/otherwise incapable of being moved will no longer trigger the cooldown on failure
- Balance Queues will now properly clear on death (and arenas)
