Facility fixes continued, again and again.

Hi all! Here's another round of facility fixes.

- Aegis surge now triggers on instakills.
- RANKINGS PK and Lawlessness adjustments are now disabled in facilities.
- TAKE COVER while at elevation will now only attempt to auto-select cover at that elevation, with a new, modified failure message if you're not on the ground.
- Data is now gained from final boss, even if you are out of room or dead.
- You can now pick up surge crystals if you drop them.
- IED Fling at a single target is now classified properly as single-target. This means it works with chaining surge. This also means it works (as it should have) with Ripples, Distribubtion, and Cosmpiercer Reflect.
