Balancing pass: B.E.A.S.T.

GENERAL
=======

* The concept of limb damage has been removed; it was one of the early concepts, and unfortunately didn't work well in Starmourn combat. The "damaged X" afflictions that affect balance/damage remain.

* This affects Armvice / Legclamp (Suittech), Constrict (Bots), Limbdrain (Voidism), and some Battleflow attacks

* Limbdrain (Voidism) now gives the "damaged X" afflictions (muscular)

* Shatter (Voidism) pre-requisites changed - we'll be making more tweaks here during the Nanoseer update

* Arson (Skirmishing) tick damage reduced


B.E.A.S.T.
==========

* Legclamp/Armvice (Suittech) damage reduced

* Support (Suittech) healing reduced

* Serrate/Sharpen (MWP) effect increased, base Twist subsys damage reduced

* Inferno ticks less often, and doesn't stack with Arson (Skirmishing) - you can still use both in a room, but only one will tick

* Plasmawreathe now has a very short per-target cooldown - prevents combo abilities from triggering it multiple times

* Plasmawall damage formula changed; also, the damage is greatly reduced if you walk (or are thrown) through the same one multiple times in a short time

* Some Plasmacasting abilities didn't work if your plasma was too high - this restriction has now been removed

* Conflagrate (Plasmacasting) formula updated

* Douse (Plasmacasting) is faster and the effect lasts longer
