Balancing pass: Scoundrel.

GENERAL
=======

- Using a melee attack on someone who is not in the same cover as you now causes you to leave your cover

- Leaving cover now has a room message

- Stupidity no longer triggers on queued commands to avoid double-triggering

- Queueing now respects prone and doesn't execute the command until it's cured

- Treading (Exploration) should now correctly avoid traps

- Fixed the vertigo affliction


SCOUNDREL
=========

Gunslinging:

- Pointblank is now a melee attack

- Quickload is now faster

- Unload is now slower

- Spin balance bonus increased

Guile:

- Kneecap now also interrupts in addition to its existing function

- Haymaker now also gives muscular damage

- Pummel damage increased

- Bugs that are not behind any prop will now be destroyed after a while

Improvisation:

- You can now add a mod to IEDs when constructing them - IED CONSTRUCT <type> FROM <junk> WITH <mod>

- Choker ticks are faster now

- Scoundrels no longer trigger their own tripwires

- Furies with balancing no longer remain standing when hit by the Sleeper IED

- Sweep is no longer aggressive

- Stick syntax fixed

Got a report about Bind duration being shorter than what the game will tell you, but I've been unable to reproduce this issue - if it still keeps happening, please re-bug with specifics.
