QoL, bugfixes, performance, and a combat change.

Greetings once again, Sector!

A range of changes today:

Combat:

- Applying staggering to a target now procs the balance knock of an existing Staggering affliction.

Performance:

- Thanks to the sleuthing of Senzei, we discovered that the game was running 1000+ ship autorepair updates every three seconds, pretty much all of which were on the ships of inactive players. This was due to a bug which prevented autorepair from exiting cleanly. That's been fixed. Autorepair will now end if: a) The ship has no bots or repairkits or b) The ship has been inactive for a period of time. Perhaps in the future we can return to autorepair to make it more intelligent.
- We were also sitting on thousands of ship component backfiring states. Those, too, have been cleaned up. Additionally, components will cease backfiring now when a ship shuts down, i.e. when it docks.

Quality of Life:

- We now have backend support to allow more types of objects to function as Mixology benches.
- Harvestdrones now inform you how many harvestdrones are operating when they start. Also, the tick speed formula was adjusted slightly. The maximum effective number of drones is still 6, but this will make them tick every 1s instead of every 2s.
- The game now takes pity on you, accepting either SF LOAD <#> <THING> or SF LOAD <THING> <#>.
- The Hyperscanner should no longer return asteroids tethered by you.
- COSMPIERCER MAP now displays the Cosmpiercer's rank instead of an asterisk.

Bugfixes:

- Cosmpiercer Targetwarp, Gatewarp, Warp, and Homewarp should all now properly require you be out of combat.
- You can no longer undertake/abort Passenger Missions ad infinitum to spawn all the cannon fodder you desire. Assassins will only spawn once even if the mission is undertaken multiple times.
- IED FLING now properly checks whether the target is behind the same cover as you.
- Plasmawreathe Combat Message had caster and target reversed. This is fixed now.
