MWP/weapon updates.

A couple of weapon and MWP updates are in!


General
-------

- Automatic weapon/armour repair now only repairs items that are damaged to 50% or more, to avoid needless charges


MWP
---

- Mounting a weapon to the B.E.A.S.T suit now enforces the minimum level and binds the weapon to you

- MWP SERRATE/SHARPEN OFF now works

- Fixed a problem causing MWP LAUNCH to work without missile launcher

- Railgun attacks are now correctly classified as in-room ranged


Updates are going to be limited over Christmas, but I'll be back to full swing right after! Class ability fixes are the first priority right now for me, followed by ship fixes.
