Classlead changes, part 2.

The second batch of classlead changes is now in!

This concludes the round - there's still a couple unresolved reports, mainly concerning armormods, we'll be sorting those out later on. Enjoy!


General
=======

(2) STAND should no longer ignore afflictions that prevent standing

(5) Fixed vertigo procs and balance slowing afflictions: sluggish, atrophy, slowness, damaged arms/legs

(53,79) Abilities that target prop now also accept the name of a player hiding behind the prop, and will target the correct prop instead
- applies to MWP Focusfire, Plasmacasting Envelop, Bots Crush, Gadgets Propshrink/Proptoss, Rage Proptoss/Shatter, and Kith Propburn
- this was already possible before, but was unreliable due to the random chance to bypass cover


B.E.A.S.T:
==========

(14) Hobble now gives staggering instead of weak knees

(17) Mounting and swapping MWP weapons now works differently:
- you can mount one weapon per type
- in each slot, one weapon is active, and one is inactive
- MWP SWITCH is used to switch between the two at a 2.5s balance cost
- SUIT SWAP does the same for free, the cooldown remains
- some abilities work on inactive weapons too (e.g. plasmablade), but attacks require an active one

(22) Douse shows a message when triggered

(23) Altered numbers on Burn and Conflagrate

(50) Plasmablade damage modifiers have been altered

(51) Muscular damage from Combust increased

(52) Incinerate, Conflagrate, and Plasmacircle now require 90% plasma (down from 100%), Consumption effect increased a bit

(77) Overclock repurposed, it now lets you instantly regain balance; the cooldown remains


Scoundrel:
==========

(1) Piercer numbers changed - less subsystem damage from regular use, a bit more from wiring

(29) Forcefeed now requires 75% internal damage or more

(39) Ammoselect is now usable off-balance, adn extends the balance needed

(40) You can now safely have up to 10 IEDs in inventory before the fumble chance kicks in

(42) Scan now shows information about one subsystem of your choice

(49) Ammoselect costs no balance if the gun is empty

(60) Suckerpunch damage and balance knock increased

(61) Kneecap damage increased

(84) Added a 'shortcircuit' option to Guile bugs
