Affliction duplication fix.

I've just fixed a nasty bug that was causing affliction effects to trigger multiple times at once in certain situations. This should now be resolved, please file a report if anything breaks as a result.

In other news:

* Distraction from Strobe turrets now has duration calculated correctly
* Fixed several issues with COMPARE not finding correct items. It should now also work for worn armour.
* Glance now correctly check for balance
* Balance cost of Guile's Dash reduced to 0.5s, to match the Skirmishing version
