Design tradeskill fixes and polish.

A number of changes and fixes have been made to design tradeskills:

- Several things that weren't paginated now are (Type MORE to continue).

- It is now possible to designate designs to an organization to which you belong (but they must first be approved).

- It is now possible to designate designs as PUBLIC (but they must first be approved).

- Design download (getting access to a designated design) is fully implemented. Downloading a design costs 5000 marks, and 5% of that (250 marks) is paid to the original designer as royalties AT THE TIME OF DOWNLOAD (no royalties are paid when crafting the already downloaded design).

- DESIGN TRASH now takes an AGREE rather than a CONFIRM.

- It is now possible to forget a downloaded design, should you need to make room for a new design. No refund is given.

- When leaving an organization, you will no longer have access to any designs you downloaded from that organization. Take this into account if you leave.
