Ghostbusting Guards.

Hello once again, Sector!

A handful of you intrepid managerial types have suspected for some time that the Guard Upkeep code must be haunted. It turns out, you were correct!

- For an untold amount of time, guard maintenance has been offset by Cosmpiercer ownership. Specifically, each Cosmpiercer your faction owns covers the maintenance cost of 5 guards. This doesn't seem to have been documented, nor was there any messaging about it in faction logs. This means many a guard upkeep went by without any mention of guard upkeep occurring. To compound the confusion, guards maintained this way would leave the guards flagged as unpaid, should they have been unpaid before.

- This has been addressed. Factions will now receive log updates when guard upkeep occurs, letting you know how many of the guards have been covered by your Cosmpiercers.

- Further confusion around guards had to do with the fact that upkeep materials had to be in the cargo storage where guards were physically located, which meant on home planets/asteroids and such.

- This too has been addressed. Guard upkeep commodities (should your Cosmpiercers not cover them entirely) will now always be withdrawn from Danica, Reynolds, and Crossings, no matter where the guards are stationed.

The new situation will need to be monitored when upkeep occurs, to make sure everything is working as intended!
