Various improvements.

Just a random collection of updates for you today:

- GUILE SCAN now always shows internal in addition to the specified subsystem
- Winterflame collectible effect now persists through logout, death, and taxes.
- ARTIFACT DEACTIVATE ALL now works
- The INR ghosting artifact should work now, barring any further ghosts in the code...
- Invisibility from Distortion field now correctly ignores aggro mobs (except guards).
- The "stronger than you" message in Skirmishing Evalutation should be more accurate now for low-level players.
- SHIP HAIL should work properly again.
- Suit Routine works again and also works with server-side targeting.
- Various other fixes too small to mention.
