REDEEM changes and balance tweaks.

Greetings, Sector!

We wanted to equalize the value of a gear requisition token across the classes when redeeming weapons, so that it's easier to build a fully combat-ready set of weapons for your class.
- REDEEM <weapon type> removed. You now REDEEM WEAPONS to give you a full weapon set for your class.
- There are currently no changes to JUNK SCRAP value, but consider the matter on notice.
- We're aware that this makes for some oddities with redeeming toolkits between Scoundrel and Engineer, but we're going ahead with this solution as is anyhow, as the issue is not significant enough to outweigh the benefits.

As such, with the changes to the weapon damage artifact, smartloot, and redeem, it's finally time to get rid of the following behavior, which needs to go for mods to apply correctly:
- Removed the behavior in BEAST where MWP abilities would take the highest power weapon in slot.

And now, some balance tweaks!

- SUIT HOTSWAP cooldown down from 60s to 20s.
- GUILE BIND now has a cooldown of 16s.
- NANO MULTISTRIKE nanite cost down from 1.5M to 750k nanites.
