SHIP SCAN, ACTIVATE, and some warden changes.

Hi all!

Some new changes are live:

- SHIP WEAPON/MODULE ACTIVATE/DEACTIVATE will now apply to all weapons/modules with an input alias, as with other commands.
- SHIP SCAN has been buffed to reveal the target ship's weapon loadout. Additionally, its range has been increased to your ship's beacon range. The intent is that now you can use SHIP SCAN to better identify your plan of attack.
- We've significantly buffed the amount of rating reduction from killing pirate encounters by Wardens, and furthermore it will also impact the rating in adjacent zones. We want Wardens to feel like they've made a big difference, and to be able to see the results of their work without splitting hairs.
- Pirate encounters will no longer spawn unless the Warden is at least 80su away from their previous encounter. We want Wardenry as an activity to feel more like going out on a patrol seeking threats to neutralize, rather than camping one spot.
- Incursions seem to have an issue at the moment with correctly determining if it should pillage or not. Until that's addressed, piracy rating changes from incursions have been removed.
