Facility bugs, again!

Hello again Sector,

The following changes mean we've closed out 100% of bug reports on Facilities for the first time since their release earlier this week! Given the large number of interactions added to the game I'm sure there are plenty of bugs remaining, so keep the bug reports coming!

- Exploration SEARCH is now balanceless but on a very short, 1 second cooldown.
- Chaining damage was incorrectly being passed through damage modifiers, when the intent was to apply all modifiers on the initial hit only. This is fixed now.
- You can no longer heartstart someone using a corpse inside the facility if they are not on the facility team
- Heartstart artifact no longer goes on cooldown if the player does not accept it or otherwise did not work.
- Inactive Metalisk organs and targets in Stasis should no longer spam "... moves into attack you".
- Stasis Surge should now work on Overseers as intended.
- Fixed a related issue where enemies killed while in stasis would not reward XP.
- Fixed an issue where Reroll could be offered twice when Lucky triggers.
- Issues related to leaving the facility combined with a bunch of effects, as well as bots not following in some cases after leaving a facility, should all be fixed now, but will need to continue to monitor this.
