A few habitation fixes.

Hi all!

- Room types for ships and habitations can no longer be randomly unlocked if they have not been enabled yet. This was causing the game to reward you rooms which then would not appear on your list.
- HABITATION OPTIONS ROOMS FULL works now.

I'd still like to go through and tune up the output of HABITATION OPTIONS ROOMS FULL and SHIP REFIT OPTIONS ROOMS FULL so it's a bit more friendly, but do note that you can use these commands to disambiguate whether a room type requires a particular celestial body, whether it is a promo room or not, and whether you have it unlocked or not.
