Ship ownership fixes.

Hello again!

I've done a first pass at uncorrupting the ship ownership database, which was among other bugs the source of the issue where you'd have Starskippers flown by quartz creepers shooting at you.

There was also an issue where the true ownership of a ship (as opposed to its current owner/captain) was not updated on historic ship brokerage sales. I've gone through all records of ship brokerage to update those ships to their true owners, meaning ships purchased this way should allow you to designate them now.

A lot of Starskippers were just removed from the game, so please do file an ISSUE if you happen to be missing your Starskipper. Also please file an ISSUE if you generally notice any further ownership issues with your ships.
