Balancing pass: Engineer.

Some Engineer changes are in! Going forward, I'm also going to include the reasoning behind the change, where appropriate.

Gadgets:

* Heartstart now revives its target at 33% health
- Being able to immediately re-join the fight at full health was too powerful

* Gaussfield is no longer destroyed on use, and the message is adjusted accordingly

* The Projetor ability has been changed entirely
- With the map readily available, concealing exits was entirely useless

* The HUD is now faster

One unresolved issue is that the EM damage concept isn't working very well right now, we'll be addressing that at a later time.

Bots:

* Bot level (and maxhealth) now matches the level of their owner, set when the bot is constructed; this only affects their health pool
- Changed because bots were too fragile previously; note that bots don't level up when you do, and are exempt from the level-based damage reduction

* Sear damage increased to make it more competitive

* Push fixed, along with other shrapnel-resetting effects

* You can now stop a repeated attack early using ORDER <bot> PASSIVE

* You should now be notified when a bot decays

* Added the decay time to BOTS LIST

* Bots no longer show a message when they follow their owner around
- This is to reduce spam

* Bots now start following their owner again when completing Retrieve

Turrets:

* Fixed Sentrymode against players

* While amusing, turrets can no longer be ordered to talk or emote

* As with bots, you are now notified about turret decay, and TURRETS LIST now has the decay timer
