Two more Nanoseer changes.

Two more Nanoseer changes are also in:

* Freeze and Limbdrain damage increased
- Nanoseers have a damage dropoff due to having to reapply freeze, this should address that.

* Suffocate damage formula changed, it now mainly scales with freeze stacks. It also has a short cooldown.
- Suffocate still works in PvE, but not as a spammable attack
