Asteroids and gas clouds.

Addressed to:

- Instead of gas clouds and asteroids decaying in payload over time, they will now expand over time, rewarding exploration in areas far off the beaten path. The gas clouds and asteroids have a maximum payload, and after they've been at this maximum for a while, they'll implode upon themselves, leaving nothing behind.

- The batch size for scoops and tethers has been increased, bringing down their cost per unit.
