Missions and captains.

* Hacking the appropriate terminal now gives access to BOUNTY LOCATE for 12 hours (up from 1)

* Items for space missions can now spawn in a wider range of areas
- If the location is not accessible, please file a bug

* Space missions now reveal the area instantly

* We will be adding a secondary source of the new items soon - more info to follow

* Reduced the rate at which space stations get damaged

* Completing missions now gives captaincy XP

* Tethering is now learned sooner in Captaincy

* Gas scoops are now a baseline ability, without requiring any Captaincy skill

* New Captaincy ability - Widescoops, which causes your scoops to cover a 3x3 area around the ship. This is automatically in effect once you have learned the ability (if you have deployed the scoops).
