Fixes and DATE.

Addressed to:

- You can now use DATE IC d/m/y/h to transform a real future date into its IG equivalent
- You can now use DATE OOC d m y to transform a game date into its GMT equivalent
- You can now use DATE <hrs> to get the IG date that is <hrs> hours away from the present

- You can no longer put items you can't normally pick up again into containers
- You can no longer hack while using vehicles
- Vehicle store/retrieve messages have been changed to something more lore appropriate
