Hi all!

Some updates/changes for you all.

- Fixed a terrible bug that caused quest tells to send twice. It has been brought to heel.

- There are two combat timer states, combat and active combat. Combat ends after 30 seconds if no one does anything. Active combat has been changed from 5 to 15 seconds. This means you should no longer see random 5.5% subsystem repairs during combat caused by delays or pauses.

- If you try to launch your ship while you have a shipforge cart it will now require you to SHIP LAUNCH CONFIRM. If you fail to use confirm it will note that you have a cart and need to add confirm.

- Some typos have also been fixed.
