Various fixes and improvements.

Hello Sector,

Various fixes and improvements are now live:

- You should no longer leave followers behind in the dust because your movespeed is faster than theirs.
- MARKS TRANSFER syntax now enforces the 'TO'.
- Polymorphic chips no longer drop from the Chips talent.
- You can now CRT and ST while hacking.
- Command input while hacking should now be properly case-insensitive.
- If you have secondary scoops installed on a ship, they should appear in SHIP INFO.

A note on movement in groups. There still may be an edge case where player followers are lost despite the new fix. If it happens, please report it with as much detail as possible, preferably from the perspectives of both follower and followed!
