Lawlessness tweaks and more.

Hello again, Sector!

Based on your feedback with lawlessness score resets, a new system has been devised:

- When a lawless player kills another lawless player, the killed player loses 50% of their lawlessness score. The killer then leeches 25% of the lost 50%. Hopefully this makes people in the lead less paranoid about their score resetting, while also encouraging activity from players who are far behind. Let us know what you think! The situation will continue to be monitored!

And some bug fixes:
- You should no longer be able to accrue lawlessness score in a tent.
- LWHO no longer finds lawless staff.
- TT syntax now shows the TT SHOP PURCHASE HELP option.
- Players should now see Nanoseers with Oblivion Tranquility enter the room.
