Faction Ships.

Hello Spacefaring Folk,

I've made a few updates to the faction ship system today:

- Those with the position power may now FACTION SHIPBAN people. In Scatterhome that's just Space Marshals, while in the other factions you leaders will need to decide who gets the power. FACTION SHIPBAN BAN <name> <reason> does the banning, FACTION SHIPBAN UNBAN <name> unbans, and FACTION SHIPBAN LIST shows who's currently banned from using faction ships and when they were banned.

- Faction ships are now autoinsured, so there's no need to insure them before taking them out. The insurance price will be exactly the same as it is for players, but it will come from faction coffers. So this is something to bear in mind when designating ships to the faction and giving ship privs. Insurance costs will go up on ships over time, just as they do with any ship, so it may benefit the faction to rotate old ships over time.

- Destruction and rebuilding of faction ships will now be added to your faction logs as it happens.

- You can no longer launch org-owned ships without claiming them first!
