Balancing pass: Nanoseer part 2.

Some more changes to Nanoseers.

General:

* Being in a safe room now also prevents attacks from outside

Nanotech:

* Envelop balance and nanite cost reduced

* Control nanite cost reduced, and ordering an action is now faster

* If your target is enveloped, Confound now gives more information

Voidism:

* Roomdrain now has a 20-second per-room limit, in addition to its personal cooldown

* Fixed a problem with Soothe causing it to not cure subsystems - it should do that now

Oblivion:

* Swap no longer requires balance

* Speedup and Slowdown balance cost has been reduced substantially, and a cooldown has been added

* Interdict cooldown reduced

* Pax now also prevents attacks from outside
