Update to the CHIPS talent.

A couple changes to how augmentation chips work:

- Augmentation chips dropped from the CHIPS talent will now display the type of chip that they are.

- As they are accessible via talent, augmentation chips are no longer considered a promo item, and have had their promo tradein value removed. (Additional credit gain via the chips talent was never intended to be a feature.)
