We continue with Engineer related items:

- OPERATE HEARTSTART now prompts the target to AGREE to the revive.
- As far as we are aware, Senzei's fix of bot movement seems to have cleared up all the outstanding bugs with bots not following due to various effects. Please BUG if this is not the case.

The most pressing Engineer-related bugs are now cleared out, as far as we're aware. That means we are moving on to some slated hi-tech toys for Engineer. Stay tuned!

Additionally:
- The plasma costs of Conflagrate and Incinerate have gone down considerably as we continue to tweak the Plasma rework.
