Combat tweaks.

Hello again, Sector.

Ever monitoring, I said! Here are today's combat changes:

- Base damage on Railgun attacks lowered about 10%.
- Base damage on Gadget Shock lowered about 15%.
- Static damage scaling a bit slower to ramp.
- Burrowbot will now consume 10% of the static on the target when it ticks if there is no gaussfield present in the target's room.
- Burrowbot tick time down from 10s to 8s.
- Rage Flyinglash now afflicts Haemophilia. This affliction is no longer muscular, but internal. It's subsystem damage is down from 100 to 50.
