Design download fees and emoticons.

Hello all!

Just a quick note to say...

1. I have updated the DESIGN syntax menu to include costs and a bit more info about certain things.

2. Creators will now receive 80% of the download fee (2000 marks) rather than the 5% they were getting. I'm not sure if that was a mathing typo from development or what but creators deserve the majority of that fee!

3. I have added a few more emoticons that you can use when sending voice tells and using says. You can see the full list at HELP EMOTICONS.
