Cargo insurance payouts.

Hi all!

Now that cargo insurance payouts are becoming more common (yay!), the insurance company is implementing some additional measures to ensure it stays in the green. Because the worst thing that could possibly happen ever is that an insurance company goes in the red.

- The game tracks insurance payouts vs insurance premiums to ensure marks aren't being added to the game in unmanaged quantities.
- It already does this and it previously only affected insurance premiums.
- It now, furthermore, influences the estimated insurable value. The closer the insurance company is to going in the red, the insured value relative to the actual assesed value of the contract diminishes.
- There is now a hard cap of 1 million marks on payouts after all the above is taken into consideration.
