Hardcore retirement improvements.

Hello Sector,

I've received a few requests to re-evaluate our policy on hardcore character retirement from players looking to return but suffering some remorse at having locked retirement value in Hardcore mode. This policy was in place to prevent issues of inflating retirement values in light of the unique nature of Hardcore Credit Pools.

After a re-evaluation, this concern was determined to be unfounded, and a code solution was implemented to determine real purchased credit value of past hardcore characters to allow retirement on a current hardcore character while factoring in old characters as well.

Note however that if you do choose to retire a hardcore character, your past accumulated Hardcore Credit Pool as well as your cumulative hardcore rankings scores will be reset for any future hardcore characters you make.

HELP HARDCORE has been updated to reflect this new hardcore retirement process.
