Loveletter fixes, and other things.

Hi all!

Let's cover some general changes before moving on to Loveletter fixes:

- The Dregs was unnecessarily harder than the newbie areas of other factions on account of its vicious and ravenous rodents. These rodents have been brought down to size to compare with the difficulty of other factional newbie areas.
- The salvage bots in Delta Deck and scattered other variations of these were incorrectly using a double damage attack. This has been fixed.
- Faction favors now have an 8 hour cooldown instead of a 24 hour one. This was changed a few weeks ago, but I neglected to mention it.

Hats off to our new Cadets for getting to some of these long-standing PvE balance issues! We're excited for you to meet them when they're ready, but I'd be remiss were I to not acknowledge their contributions in this!

And loveletters:

- You can now target loveletters normally when doing LOVELETTER SEND. It no longer mandates you use its specific ID.
- Loveletter daily stats weren't getting cleared out correctly at Sync. They'll do so now, but your values for today will also include yesterday's.
- You'll no longer receive repeat messages when receiving the "sent the letter that was sent the most times" Sync bonus reward.
