A few cache updates/fixes.

Hi all!

- Caches will now despawn 10 or so minutes after their last crystal is harvested.
- COSMPIERCER CACHES now states, in the case of an active, open cache, when there are no more crystals.
- Cosmpiercer maintenance on Sync now correctly attempts to maintain lower ranked Cosmpiercers first, as intended. This means that if you do not have enough crystal charge to maintain all your Cosmpiercers, you can reliably determine which Cosmpiercers will be maintained.
