Couple small tweaks to the UPCOMING system

- UPCOMING # will now show the event's details. No longer HAVE to include SHOW at the end.
- Recurring notes in the UPCOMING LIST are now more accurate. (7 days = 1 week ->
"Recurs Weekly"; 1 days -> "Recurs Daily"; etc.)

Quick note - Right now players cannot publish PUBLIC events. If you want to post about an event for anyone in the Sector to attend, feel free to shoot me a message. We can revisit making a public posting option in the future if folks are using it!
