BEAST updates.

Some BEAST updates are just live! The main goal of these changes is to put more emphasis on the actual guns, and less on the "brawler" attacks. As always, more tweaks may be upcoming depending on how these play out.

- Incinerate now works with 4 scorched stacks (down from 5)

- Wristblade damage reduced a bit

- Damage of most MWP weapons increased

- Modifiers of Wristblade and Minigun have been swapped - wristblade now scales to bleeding, while the minigun gets bonus damage from staggering/dazed (and even more if the target has both)

- All railgun attacks now get extra damage based on target's internal damage
