Shipforge updates.

We've just launched an overhaul of the shipforge system, fixing issues and making it generally more user-friendly. Here's some of the highlights:

- Ships are not longer built or modified until checkout. This means you can play with configurations without having to purchase the superstructures.

- SF CLONE now works off a shipforge build rather than an existing ship.

- Players with the appropriate position powers can now SHIPFORGE UPLOAD TO <org> AS <templatename> to create an org ship template from the current shipforge configuration.

- There are now additional validity checks to ensure that your vessel is viable.

- Most of the systems were overhauled, so if you find anything not working correctly, please BUG it.
