Facility fixes, continued again.

Hi all!

- SURGE UPGRADE LIST now includes a line for the total amount of Data you've invested in upgrades.
- Fixed an issue where SURGE WEAPONS was not working for weapon types requiring WIELD.
- Clarification text for Focus Surge, interrupt resist will only apply to basic mob attacks, not Overseer class attacks.
- FACILITY ABANDON can no longer be used during the self-destruction phase.
